SARADA MURALEEDHARAN
Former Chief Secretary, Sarada Muraleedharan (IAS Retired) has extensive experience in local governance, poverty alleviation, rural livelihoods, gender and community centric institutional development. Sarada Muraleedharan has worked as the Executive Director, Kudumbashree, Principal Secretary of Local Self Government Department and Chief Secretary in the Government of Kerala, and as Chief Operating Officer, NRLM, Joint Secretary, Ministry of Panchayati Raj and Director General National Institute of Fashion Technology (NIFT) in the Government of India. Sarada has been associated with the decentralised governance initiative of the Government of Kerala from 1995 onwards, and has contributed to the evolving paradigms of gender responsive and equity oriented local governance. Sarada was involved in engaging with disenfranchised communities while working in the National Rural Livelihoods Mission, Government of India, where she developed frameworks for supporting people susceptible or subject to human trafficking, manual scavenging and bonded labour. In the Ministry of Panchayati Raj, she was responsible for the formulating participatory processes and institutional mechanisms for the development plans of the village governments (the Gram Panchayat Development Plans) and handholding States to customise them to their specific legal and administrative frameworks. As Director General, National Institute of Fashion Technology (NIFT), Sarada led the restructuring of the curriculum for a forward looking, inter disciplinary, industry focused programme. On her return to the Kerala Government, Sarada was involved with the conceptualisation of the disaster management plans of the local governments, which were developed into Disaster climate action tracking interventions under the Rebuild Kerala Initiative . Other initiatives during her tenure as Chief Secretary included the management of the human - wild life conflict, development of the domiciliary care policy of the State through augmentation of its palliative care systems, developing the blue print of the Meppadi wayanad model township to rehabilitate survivors of the Meppadi landslide tragedy and the micro livelihood rehabilitation plans for the affected families. She was instrumental in leading critical initiatives such as the state government’s comprehensive waste management initiative and the state's mission to eradicate extreme poverty. She is an alumnus of Holy Angel’s Convent, Thiruvananthapuram, and did her BA and MA in English Language and Literature from Kerala University.
മുന് കേരള ചീഫ് സെക്രട്ടറി. 1990 ബാച്ച് കേരള കാഡര് ഐ.എ.എസ് ഉദ്യോഗസ്ഥ. പ്രാദേശിക ഭരണം, ദാരിദ്ര്യനിര്മ്മാര്ജ്ജനം, ഗ്രാമീണ ഉപജീവനമാര്ഗങ്ങള്, ലിംഗസമത്വം, കമ്മ്യൂണിറ്റി അധിഷ്ഠിത സ്ഥാപന വികസനം എന്നീ മേഖലകളില് വിപുലമായ പ്രവൃത്തിപരിചയം. കുടുംബശ്രീ മിഷന് എക്സിക്യൂട്ടീവ് ഡയറക്ടര്, തദ്ദേശ സ്വയംഭരണ വകുപ്പ് പ്രിന്സിപ്പല് സെക്രട്ടറി, കേരള സര്ക്കാര് ചീഫ് സെക്രട്ടറി എന്നീ നിലകളില് പ്രവര്ത്തിച്ചു. കേന്ദ്ര സര്ക്കാരിന് കീഴില് എന്.ആര്.എല്.എം ചീഫ് ഓപ്പറേറ്റിംഗ് ഓഫീസര്, പഞ്ചായത്തീരാജ് മന്ത്രാലയത്തില് ജോയിന്റ് സെക്രട്ടറി, നാഷണല് ഇന്സ്റ്റിറ്റ്യൂട്ട് ഓഫ് ഫാഷന് ടെക്നോളജി (NIFT) ഡയറക്ടര് ജനറല് എന്നീ പദവികളും അലങ്കരിച്ചു. 1995 മുതല് കേരള സര്ക്കാരിന്റെ വികേന്ദ്രീകൃതാസൂത്രണ പദ്ധതികളില് സജീവമായി ഇടപെടുന്ന ശാരദ മുരളീധരന്, ലിംഗനീതിയിലും തുല്യതയിലും അധിഷ്ഠിതമായ പ്രാദേശിക ഭരണക്രമങ്ങള് വികസിപ്പിക്കുന്നതില് നിര്ണായക പങ്ക് വഹിച്ചു. കേന്ദ്ര സര്ക്കാരിന്റെ നാഷണല് റൂറല് ലൈവ്ലിഹുഡ് മിഷനില് പ്രവര്ത്തിക്കവെ, മനുഷ്യക്കടത്ത്, തോട്ടിപ്പണി, കൊത്തടിമത്തം എന്നിവയ്ക്ക് ഇരയാകാന് സാധ്യതയുള്ള പാര്ശ്വവല്ക്കരിക്കപ്പെട്ട വിഭാഗങ്ങളെ സഹായിക്കുന്നതിനുള്ള ചട്ടക്കൂടുകള് അവര് രൂപകല്പ്പന ചെയ്തു. പഞ്ചായത്തീരാജ് മന്ത്രാലയത്തില്, ഗ്രാമപഞ്ചായത്ത് വികസന പദ്ധതികള്ക്കായി (GPDP) ജനകീയ പങ്കാളിത്തത്തോടെയുള്ള സംവിധാനങ്ങള് ആവിഷ്കരിക്കാനും ഓരോ സംസ്ഥാനത്തിന്റെയും ഭരണപരമായ സാഹചര്യങ്ങള്ക്കനുസരിച്ച് അവ നടപ്പിലാക്കാനും അവര് നേതൃത്വം നല്കി. നിഫ്റ്റ് (NIFT) ഡയറക്ടര് ജനറല് എന്ന നിലയില്, വ്യവസായ കേന്ദ്രീകൃതവും അന്തര്വൈജ്ഞാനികവുമായ ഒരു മുന്നോക്ക പാഠ്യപദ്ധതി പരിഷ്കരണത്തിന് അവര് നേതൃത്വം നല്കി. കേരള സര്ക്കാരിലേക്ക് തിരിച്ചെത്തിയശേഷം, തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങള്ക്കായുള്ള ദുരന്തനിവാരണ പദ്ധതികള് വികസിപ്പിക്കുന്നതിലും അത് റീബില്ഡ് കേരള ഇനിഷ്യേറ്റീവിന് കീഴിലുള്ള 'ഡിസാസ്റ്റര് ക്ലൈമറ്റ് ആക്ഷന് ട്രാക്കിംഗ്' ഇടപെടലുകളായി മാറ്റുന്നതിലും അവര് പ്രധാന പങ്കുവഹിച്ചു. ചീഫ് സെക്രട്ടറി എന്ന നിലയിലുള്ള അവരുടെ കാലാവധിയില് വന്യജീവി-മനുഷ്യ സംഘര്ഷ പരിഹാരം, പാലിയേറ്റീവ് കെയര് സംവിധാനങ്ങള് വിപുലീകരിച്ചുകൊണ്ടുള്ള സ്റ്റേറ്റ് ഡോമിസിലിയറി കെയര് പോളിസി രൂപീകരണം, മേപ്പാടി ഉരുള്പൊട്ടല് ദുരന്തബാധിതര്ക്കായുള്ള മാതൃകാ ടൗണ്ഷിപ്പ് നിര്മ്മാണത്തിനുള്ള ബ്ലൂ പ്രിന്റ് തയ്യാറാക്കല്, മൈക്രോ-ഉപജീവന പുനരധിവാസ പദ്ധതികള് എന്നിവ ഉള്പ്പെടുന്നു. സംസ്ഥാന സര്ക്കാരിന്റെ സമഗ്ര മാലിന്യ സംസ്കരണ പദ്ധതിക്കും അതിദരിദ്ര നിര്മ്മാര്ജ്ജന മിഷനും നേതൃത്വം നല്കുന്നതില് അവര് വലിയ പങ്ക് വഹിച്ചു. തിരുവനന്തപുരം ഹോളി ഏഞ്ചല്സ് കോണ്വെന്റിലെ പൂര്വ്വ വിദ്യാര്ത്ഥിയായ അവര് കേരള സര്വ്വകലാശാലയില് നിന്ന് ഇംഗ്ലീഷ് ഭാഷയിലും സാഹിത്യത്തിലും ബിരുദവും ബിരുദാനന്തര ബിരുദവും നേടിയിട്ടുണ്ട്.
